Unable to create Sub Categories in the Sandbox

We are unable to create sub categories via the sandbox web portal. We have a production account that gives the option to select the parent category when creating a new category. But in the sandbox environment it only asks for the category name. I have attached screenshots of both sandbox and production category creation UIs.

What could be the reason for this ?

Thank you so much for the update. Option to attach a parent category is now visible on the sandbox. But there seems to be an issue with it. I was able to create sub categories and add items to the newly created categories. But when I refresh the page the newly created sub categories are not there to be seen.

Please have a look at the attached video where this issue is displayed.

Also we get an error message at the bottom while trying to set an already created category as the parent. I have attached a screenshot of that also.
