Payment API gives error for generic decline in new location

We attempted to process a payment using the payment API in our application (production environment) at a new location. We observed that all authorized payments at the new location failed, displaying the error GENERIC_DECLINE. However, the process is functioning correctly at the old location with the following IDs:
Old Location ID : 0HQQKFAA436Q5
New Location ID : LR4RV7J4SDXFZ
