Unable to import library (items)

I’m an admin with full permissions, but still get this error when trying to import items into Square:

Only team members with permission to access all locations can import item libraries. Please check with the account owner or a manager for more information.

I’ve had everyone else in the account share locations with me etc. with no luck. What do I need to do to restore import functionality (I’ve done it previously). Thanks!
