Is there a way to export modifiers and modifier sets to csv, and/or is there a way to sync live with sandbox, so sandbox accurately reflects the current live setup?
Unfortunately no to both of these questions. You could use the Catalog API to retrieve the modifiers in your live version and then upsert them on your sandbox version, though.
