Unable to take payment in sandbox account

I am unable to take any type of payment in the sandbox account. I need to set up some test transactions for a demo tomorrow.
I was able to successfully use the sandbox account in the past. Is this a recently introduced glitch in the system?
If so, who should I approach for follow-up?
