Unable to add location from Sandbox settings

Hi,
I am unable to create new location using the “Create Location” button from Location Page. It usually stucks, when it navigate to next page and loader just spins.

Last month it was working fine but don’t know what happened right now. Kindly let me know how I can access this page.
