The normal recommendation would be to avoid developers that do things like that. What tends to happen is that developers like this get all the money and then disappear (ghost you), or, they re-quote halfway through and ask for a lot more.
If they have existing code which can be altered to provide this service, then there’s a possibility they could do it for this cost. I’d be happy to be wrong!
