Expose product sets via the dashboard

In order to implement some complex/lengthy discount rules, I have used the API to create a series of named product sets that I can reference via the API.

It would be very helpful to provide visibility to these named product sets via the dashboard interface for discounts.

Ideally, this would be bi-directional so that dashboard users could see and use API created product sets in their discount rules, AND for users to be able to create and update named product sets so that API programs could reuse those defined sets.

I am happy to provide more details and examples if this request is not clear.
