No, you can create an app in your Square account that’s registered outside of the US that will allow sellers in our supported regions to process payments. However if your looking to collect an application fee or a subscription fee for sellers using your app you will need to be registered in the region your collecting the fees in. For subscriptions fees it’s currently only available in the US at this time.
