"Create modifier set" feature does not load on Sandbox

We’re trying to create a new Modifier set on sandbox via https://app.squareupsandbox.com/dashboard/items/modifiers/react/new but it keeps on loading without any end.

This is a limitation of the sandbox UI but you can still create modifiers in sandbox via API with API explorer. Square API Explorer
