Does an order's Fulfillment.state impact merchant reporting?

One of our merchants has an order where the Fulfilment State is PROPOSED and it appears that this order, despite having a successful payment, is not included in their top-line numbers in Square’s reporting dashboard.

Are orders with a PROPOSED fulfillment state excluded from reporting?
